But due to being lack of standardized management system and operational mechanism under the condition of market economy, there is still a great potential for government investment to regulate the economy and maximize its benefit.This paper mainly proceeds the research of government investment project in the mode, mechanism and intendance, then puts forward many Countermeasures with a view to get some improvement on the basis of management experience from the advanced countries and regions.First make clear of the managing entity. By introducing the professional management team in the cost management of government investment, and the government department will give strict supervision and guidance on the team. In the implementation of legal tender system in operational project and construction, Agent System in non-operational project in government investment. We will try to resolve current system conflicts, and make clear who should take the responsibility and who should enjoy the right.Second analyze elements of management and its operational mechanism. Starting with various elements of cost management in government investment project; then describing in details in the aspects of previous management, design management, contract management, changing management, risk management and material management; lastly we compare and analyze the key factors and explore the Countermeasures.Finally establish a strict supervisory system, which will be a three-dimensional construction of capital regulation, market supervision and monitoring plans, then strengthen supervision on the key point in the process of project construction.In this paper, I also use the empirical analysis to analyze the highlights and the problems in cost management of government investment. Apart from that, the paper also explores the key nodes and procedures needed to optimize and makes recommendations for improvement.
