Development Of Electronic Information Industry Clusters And The Corresponding Measures Under The Global Value Chain

With the increasing development of globalization,there are new characteristics springing up in local industry clusters,one of the carriers for regional economic development.They are being embedded in global industry value chain and getting involved in global competition at a high pace.The problem is that global value chain provides both opportunities and challenges to the development of local industry cluster.The key lies in the reasonable understanding of industry cluster's position,and development and upgrading of industry cluster in global value chain.It is the theory of global value chain which serves as a tool for its analysis.This thesis discuses development,upgrading approaches and corresponding methods of three electronic information industry clusters,namely,Zhujiang Delta,Changjiang Delta,and Bohai with the methodology of theory analysis,cases analysis and comparative analysis,etc.First of all, it gives the theoretical framework by introducing theory of global value chain,followed by a definition of industry cluster upgrading in the context of global value chain.Then it goes further on analysis of growing modes and current situation of three major electronic information industry clusters(EIICS) in China through in terms of value chain manager,managing modes and dynamic mechanism,etc.in perspective of globalization.A conclusion drawn here is that EIICS in our country is at the bottom of value chain,categorized as leadership managing mode, while it is cluster manager mode in America,Japan,and Europe,etc.where its country commands value chain strategy with coexistence of two degeneration types,namely,producer and consumer.And it is producer that constitutes the major segment of it.Furthermore,the thesis points out obstacles faced by EIICS in our country based on analysis and orientation of EIICS. Obstacles mentioned are as followings:(1)the clusters are under ascendance in global value chain with a poor command.(2)too much dependant on overseas investment and bad at innovation.(3)These cluster corporations are deeply rooted in local society which results in strong indication of localization(3)bad at applying network into practice for the benefits of operation.(4)lack of professionals on core knowledge with obvious ambivalence of stuff structure.In addition,the thesis presents an explorative analysis on upgrading approaches of EIICS in our country based on experiences of EIICS development in Taiwan province and Japan, combination of local global association,support from government,and increasing improvement of technology research and innovation,etc.The viewpoint is that upgrading approaches could proceed gradually to OEM-ODM-OBM,or have a big jump from OEM to OBM,but the latter upgrading needs breakthrough technological innovation as the precondition.Finally,based on all, those theories and analysis,the thesis provides corresponding policies in terms of corporation strategy,government strategy,and system of science and technology innovation.
