Research On Institutionalize Of Establishing Method Of The Price Of Our Railway Transportation

With the development of various modes of transport, to adapt to marketing of the railway transport enterprises, to participate in integrated transport needs of market competition, the conflict between the relative stability of government pricing and the volatility of energy prices is shown. The contradictions of unified price and flexibility requested of rail transport market price are also increasingly apparent. Therefore, it is an important Subject with urgent need to study, that how to institutional of establishing method of the price of our railway transportation enterprise according to the economy attributes and characteristics of railway transport, in accordance with the principles of simple, apply and efficiency. This article holds that it is a gradual transition process from the Government price to the market price. And it is a process of relax regulation. At the same time of deregulation, the Government must encourage competition, and formulate corresponding norms and regulations to regulate the entrance. This means that the competition itself needs a number of important provisions of the new regulation to guarantee. More specifically, at the same time of the introduction of competition, actually ,the Government should strengthen the system of building regulations ,in the way to regulate the system of ways to relax regulations, meaning that the system needs rebuilding. Through analysis of the national railway regulation theory and experience of industry regulation, in light of China's railway industry regulation characteristics, the article pointed out that the problem of railway industry regulations at this stage. In view of these problems, with price regulation methods of foreign railway industry and the advanced experience of price formation mechanism of related industries, on the basis of analysis of China's railway transport reform possibility, considering the basis, principles, factors, procedures, competence and the impact of laws and management system of railway, design the establishing method of the Price of our railway transportation.
