With the continuous deepening of reform and opening up and the socialist market economy continuously improved, rapid and stable development of China's national economy, significantly enhance the overall strength of the community increasingly abundant supply of commodities, has entered a period of well-off society construction. At the same time, market operations as the basic trend of the transport management system and operational mechanism are continuously deepening of reform. For a long time under the planned economic system of the passenger capacity of a serious shortage, constraints of the situation of national economic development has greatly changed. And similar to various market conditions, the overall passenger transportation market also become the buyer's market from the seller's market, and gradually formed fierce competition in the market situation between the various passenger transportation forms and the passenger transportation companies.Facing the new situation of economic and market environment, the full implementation of leap-forward development strategies to achieve the production and management of railway transportation of modernization, to meet the increasing urgency of the national economy on the development of the railway, to meet the growing demand of the people of rail transportation, to implement "people-oriented" scientific concept of development. In this case, through analysis and research on the passenger transportation changes in the market to enhance their strategic research and design, so that the strategic development direction of rail passenger transportation matchs the direction of the market development, so as to enhance the railway passenger transportation market competitiveness, which become the most important issue as relations between the railway passenger transportation enterprise survival and development.This paper in the second chapter on enterprise development strategies and related theories, methods were reviewed. In the chapter 3 the macroeconomic environment, the competitive environment, the inner environment were analized.
