Facing with the fierce competition in the passenger transport market, Delixi Passenger Transport Company of Xinjiang province, as a highway transportation enterprise, encounters with how to develop and strengthen itself through integrating market resource, realize scale business and intensive management model, and become the backbone force of highway transportation to compete with railway transportation and airway transportation. And this is the focus of this paper.Due to the fierce competition, it is necessary for highway passenger transportation enterprises of Xinjiang to make countermeasures on the base of the research on the current policy, market trend, analyzing the characteristics of the three transportation modes. It is significant to do a research on how to make the highway passenger transportation enterprises exert their self advantages, remain invincible position in competition and make sure sustainable development.Taking the research on development strategy of the highway passenger transportation enterprises in the competition progress as the standpoint, this paper makes a deep research on the market capacity, transportation mode and shipping structure, at the same time collect, identify and analyze the first-hand information .According to the characteristics of highway transportation, railway transportation and airway transportation, the author provides some countermeasures and development direction for the highway transportation enterprises.At first, this paper does deeply analysis of the economic environment of Xinjiang and describes the macro-layout of the transport market clearly. The author analyzes the characteristics of the three transportation modes and the current fierce situation that they interact and mutual compete with each other and suggests that highway transportation enterprises should change their old management model, make countermeasures according to the reality which is the unique way to maintain its invincible position in competition.By implicating scientific method to calculate and forecast the transportation capacity and capacity development trends, this paper plans a scientific investment model and proposes the development trend of intensive management model. Through comparing the characteristics of the railway and airway service, the author gives a whole-new service model for the highway transportation and proposes scientific intensive management method based on the calculation of the quantity change of passengers and the newly added transport capacity.By drafting the countermeasures and development direction, this paper provides theoretical and realistic basis for highway transportation enterprises to solve the problems of competitiveness, market share, relieving oversupply of Highway Transportation and reducing the internal friction, aiming to promote highway transportation enterprises to invest scientifically and output properly, and finally realize high efficiency and save natural and social resources.This paper consists of five chapters. The first chapter introduces the research background, goal, research contents and methods used in this paper. The second chapter briefly introduced the economic environment of Xinjiang province and the infrastructure of the passenger transportation. In the third chapter, the author analyzes the development of Xinjiang passenger transport market, meanwhile makes a situation analysis of the current situation of the transport market and focuses on describing the two main typical transport lines. The fourth chapter introduces the current situation of Delixi Company, through the detailed analysis of the competitive environment internal and external, the main competitors by implicating the PEST and SWOT analysis methods, and summarizes the strengths, weaknesses, opportunities and threats of the company. Finally, in chapter five, the author proposes strategic planning, concrete methods and countermeasures in the future development for the company, according to different competitors both of internal and external.
