In fact, competition between enterprises is talents in time of knowledge. How to develop educated qualified talents will be the main factor for success of enterprises. After China entered WTO, especially she honored the promise of opening the financial area, the opening of services and international competitions aroused great challenge to domestic financial institutions. Foreign banks have superiority in talents education and competition which bring severe and historical topics to domestic commercial banks. Banking is full of knowledge, technology, specialization. It needs more high level employee's qualification. The needs of improving environment for talents development become more urgent. Though commercial bank focus more on management of human resource than ever at present. But to establish great environment for talents development in Chinese commercial banks, we must reform current system deeply and completely.After analysis and research on environment for talents development, we can find it out that there are gap in the object of human resource management, allocation of salary and rewards, training and construction of development system between domestic commercial banks and overseas ones. Under the background of the opening of financial service, trade and entrance of foreign banks, the questions mention above reduced attraction of talents in commercial banks in china, affecting capability of development of managerial talents and specialized technology. More and more managerial talents and experts join in foreign banks, to improve the development environment of talents in commercial banks in china. The supervised departments of china should regulate the movement of talents to avoid changing career for short-term profits frequently. Rule movement of talents between banks. Meanwhile, commercial banks should insist that human resources is more important than everything else, promoting construction for internal environment of talents which core business is managerial mechanism of human resources and reform. Through make clear managerial object, constructing allocation system of salary and rewards training system, stimulating and appraising system, enhancing construction of corporate culture constantly and environment for development of talents. To deal with competition from foreign banks positively.
