Today’s world is the knowledge world,and the talents competition is the maincompetition.The development of talents has become an important means to improve thecompetitiveness of a country.From a global perspective,Difference of the rich and the poorcountries looks like the difference between production and productivity in the surface,but isthe difference between science and technology, education and human resources.How to attracttalented people with a superior talent development environment is the main problem for eachcountry.The eastern region of China is the leader of economic development and economicgrowth pole, is the innovation and wealth center.Economic development and social progressin the eastern region need the talent to promote,How to optimize the talent developmentenvironment in he eastern part,how to improve the competitiveness of talents in easternregion,these problems focus people’s attention.The main object of study is the talent development environment in the eastern region inchina.We used the method of comparative analysis,Analyzed the development environment’scurrent situation and advantages from two aspects of quantity and quality oftalent,Summarized the deficiency in the construction of talent developmentenvironment.Including the talent market system is not perfect,the structure is notreasonable,not pay enough attention to the construction of the scientific researchenvironment,and entrepreneurial talent environment is not free and so on.This paper analyzedand identified the factors affecting the talent development environment,including theeconomic environment, living environment, education environment, market environment,human environment and so on.On this basis,this paper drawing lessons from the successfulexperience in several foreign countries in the construction of talent environment.Finally thispaper summarized the optimal path of talent development environment in eastern area ofChina,From four aspects of improving the education environment, optimize the talent policyenvironment, create competition for talent and innovative talent environment.In order to improve the mechanism of talent education,We should reform the current training mechanism,perfect education system, create a free scientific research environment,and create a goodacademic atmosphere.In the aspect of optimizing talent policy environment,We should raisethe minimum wage level, strengthen the income distribution system, build a macroenvironment for talent development, develop micro policies for talent.for the aspect ofbuilding talent competition environment,we should establish the fair evaluation mechanismfor talent. For the aspect of innovate the personnel work environment,we should shape theregional cultural environment, building talents development atmosphere, optimize andimprove the personnel service environment and living environment.
