Research On The Nan Tong City Public Transit Priority Development Strategy

Facing the challenge of urbanization and motorization,the traffic problems constraining the urban developments.Many transport workers and governments begin to give priority to the public transit development,to achieve the sustainable development and urban land use intensification,and to avoid the heavy car trips in Western developed countries.The paper study on the basis of many other researchs studying on the priority development strategies for urban transportation to guide the development of nan tong city priority public transit.First,analyse of the content of public transit priority,means people priority,embodiment the justice and efficiency of the society.Then analyse the necessity and feasibility of priority of public transit development.and point out the current public transit problems.The most important of the paper is analysis the problems of nan tong city public transit and the opportunities and challenges,disadvantages and advantages of the public transit.Finally,research the guarantee of the priority strategy from the policy,planning,business operation,fares.and take nantong City for example,give the public transit priority development strategy. Inorder to setup"BusFirst", the ways we should do areineluding. The following,to build up the relative law and regulation, to inprove the bus service, to introduce advaneed technology for inereasing the public transportation with appeal for citizens.In the third part of the paper, a countermeasure of public transit priority is proposed according to the real condition of Nantong city's characters and developing scale. We made investigations on implement and guarantee of public transit priority policy from the following main aspects. For example: the comprehensive planning of the city, the outlays for land developing and comprehensive traffic, overall arrangements for bus route nets, construction of bus stations, financial subsidy and investment, the system for bus price and mechanism for price subsidy, priority for public transit routes, scientific investment in public transportation, and setting up laws for public transit. Furthermore, as Nantong city is regarded as'the first city in modern history of China', we should penetrate the culture of seaside city Nantong into the detail measures of public transit priority. Through persistent perfecting of service and transportation quality, improved better environment for public transit priority, we can make public transportation more attractive to citizens and solve the problems of traffic jam in Nantong city.
