Study On The Administering And Management Models Of Small-scaled Water Resources Projects In Inner Mongolia

The characters of Small-scaled water resourses projets in coutries are numerous and widely distributed. They play an important role in resisting flood and drought, and in improving farmers'plant conditions and living conditions, and in improving the environment and social-economic development of the country, too. With the implementation of Household Contract Responsibility System, the management model of small-scale water resourses projects which were belonged to the collectivity cannot meet the needs of the separated management model. Some serious problems including: the absence of ownership, the uncertainty of maintaining responsibility, the aging and dilapidated of projects, poor management models, and efficiency attenuation, etc, which have influenced the project efficiency.In this paper, based on the survey of small-scale water reseases management reform, especially on the survey of Erdos City and Tongliao City in Inner Mongolia, the author has analyzed the experience and problems in the reform, discussed the targets, content and principles of the management reform and proposed some advices on the reform of the property system, management system and investment system.We must not only reform the management but also the operation in safety, in order to reform the water resouses management for the maintenance and appreciation. So we shall encourage management innovations, and collectivities and individuals to invest in small-scale water resouses projects constructions. We shall clarify the ownership of water resouses management, and adopt the flexible operation mechanisms such as contract, lease, auction and stock cooperation, and fully mobilize the social enthusiasm to assure the operation effectively. The part of incomes of contract, lease, auction and stock cooperation which belonged to the State shall be returned to the county water authorities, and this part will be used for the water resouses project constructions and maintenance. Meanwhile, we must emphasize that the construction management of small-scale water resouses projects shall be subordinated to the unified planning, in order to promote the rational development, and optimize the allocation and persist of water resouces.
