Research On The Long-term Management Of The Small-Scaled Farmland Water Conservancy In Anfu County

Water is the lifeblood of Agriculture and rural water conservancy project especiallysmall-scaled farmland water conservancy project (SSFWCP) is rural infrastructure. Owingto focusing on construction rather than management in irrigation and water conservancyengineering especially SSFWCP, which become modern agricultural developmentbottleneck factor, This issue has aroused great attention of the party and the governmentsat all levels.SSFWCP has become the major foundation engineering of “TwelfthFive-Year" period. In2011, the authoritative file No.1released by Chinese centralgovernment “the CPC central committee, the state council on the decision on speeding upthe reform and development” explicitly proposed“accelerating small farmland waterconservancy construction of county, the priority of the arrangement for the majorgrain-producing counties, strengthen irrigation final canal system construction and fieldengineering facilities, to promote the high standard of drought or water logging farmlandconstruction”. It may foresee that China’s farmland water conservancy supply situation willbe significantly improved through the "Twelfth Five-Year"" period of construction,However, SSFWCP construction is important, but it continues to play a role, the key lies inengineering construction and management simultaneously.This thesis takes Anfu county as an example, researching SSFWCP managementproblems which existing in the process of research. Through the literature review andreview about theories and empirical research, the paper reveals the main factors ofimpacting peasant water management. The purpose is provide decision basis for long-termmechanism’s construction of SSFWCP. The research content mainly includes:(1)Overview of China’s SSFWCP construction and management since the founding of newChina;(2) the Anfu history and present situation of SSFWCP;(3) Empirical study of AnfuSSFWCP;(4)To establish the long-term SSFWCP management mechanism of Anfucounty.This thesis put forward some policy suggestions to reconstruct long-term SSFWCPmanagement mechanism, which including:(1) The government plays a role in themacro-guidance,and creates the optimal conditions of long-term operation;(2) To clear theresponsibilities and rights of Stakeholders,and to establish interest coordinatingmechanism;(3) To optimize Water User Association management system,and to improveits management efficiency;(4)To construct reasonable water price forming mechanism,andto control the household water cost;(5) To perfect technical service system, and to raise thetechnical service level.
