| With the elevation of the industrialization and urbanization, the cultivated land is decreasing yearly, the contradiction of the human-land is distinctly year by year. As a important part of the land use plan, the land development and arrangement can be increased cultivated land effectively, improved the land utility efficiency, evaluated the productivity and quantity of the land economic accommodation by project measures, which can be change the factors that restrict the land utility. In a view to its significance, it is important to enhancing and regulating the land development and arrangement. But there are many difficulties and problems in choosing the land development and arrangement projects, and there is no uniform evaluative system, it is difficult to adapt for the demand, as a result, the limited capital can not be used efficiently and can't reach to the potential objective.Facing the short of capital, there are some things are very necessary to do ,such as arranging the projects comportably, distinguishing and evaluating projects scientificly, in order to make the full use of the capital. The local government must be start with the natural,societal and so on, reviewing and looking through the projects strictly, making the decision scientificly,precisionly and fairly. It is important to establish a scientific evaluated system, so as to offer a correct decision to the projects.Basing on the study of Henan land development and arrangement potentiality, the author analyses the infection factors particularly, mark off the priority region, confine region and prohibit region. At the same time, the author establishes the index systems in the land development and arrangement projects, makes a deep research on constructing the evaluation index system, quantifying evaluation index. This paper consists of some parts following. Part one, introduction, recommend the background, research necessity, research summarization in China and foreign, introduce the technical method and way.Part two, the concept and theoretical basis of the land development and arrangement, mostly introduce some concepts, including the land development, the land arrangement, the land rearrangement, the types, potentiality and the basic theories of the development and arrangement.Part three, analysis of the affective factors in choosing the projects, analyze the natural condition, societal-economical condition, policies standards and so on, settle the basis for the partition of priority region, confine region and prohibit region, benefit for the establish of the index system.Part four, region choice in Henan. Firstly, analyze the present condition of Henan land development and arrangement, then part the priority regions, confine regions and prohibit regions on the basis of the potentiality research and analysis of the affective factors in Henan land development and arrangement.Part five, establishment of the index system. Follow the selective principle, establish the index system basing on the factor's analyzing, also makes a deep research on constructing the evaluation index system, quantifying evaluation index.Part six, application. Apply to the index system and evaluation index that introduced, combined with Luoshan example, figuring out the value of the project, analyzing the feasibility.Part seven, tag, summarize this study's thoughtfulness, insufficiency, and give prospect those more need to study. |
