Outsourcing is considered to be one of the most important management theories that emerged in the past 75 years by"Harvard Business Review". Outsourcing means businesses that the company is not expert in and competitive in should be delivered to other company that can do it better. More and more outsourcing forms arisen in recent years, such as marketing outsourcing, human resource outsourcing, account receivable outsourcing, and manufacture outsourcing, etc. In software field, 70% development cost is caused by human resource, so lowering the cost of human resource will effectively cuts down the development cost. Some companies transfer unimportant software programs to software companies in some country where the human resource cost is lower. Doing so will drop cost of software development. That is so-called software delivery.Software companies in China are encountering their bottleneck because of shortcomings in human resource management while they are facing a cheerful prospect with the rapid growth of software delivery. Human resource management gets to be the critical factor that affects development of software delivery companies in China. Since management in software delivery companies are somehow different from that in other companies, human resource management in these companies also has something different.Theory is combined with practice in this thesis. According to theory research of project management and project human resource management, and considering project operation is the main business form in software deliver companies, the idea is got that research into human resource management in software delivery companies should be based on theory of project management and project human resource management.Reasons of these problems and results caused by these problems are analyzed in a penetrating way by studying characteristics of human resource management in software delivery companies and theory of project human resource management. Then some corresponding solutions are proposed in accordance with the problems. That will be successful experiences for software companies to go by.The purpose of the research is to solve problems now commonly existing in human resource management in Chinese software delivery companies. This subject has some practical application value. The research conclusion will be helpful to improve the human resource management and promote its continuously rapid growth in advanced.Meanwhile, since software delivery is a main character in software field, the research conclusion also applies to other software companies. Prosperity of software delivery will further advance IT industrial development and construction of invent country.The creative point in this thesis is that human resource management in software delivery companies is studied from angle of project human resource management, and solutions for corresponding problems are proposed. This is a new method and a useful try for research of human resource management in software delivery companies.
