Research On Government's Policy Based On The Industrial Clusters' Competitiveness

At present, the international competition between each levels will be more active, the economic competition is actual the competition among industrial clusters. Industrial clusters constitute the basic space in present world economy. Under the circumstance of economic globalization and industry localization, industrial clusters, as one special spatial organizational form, put up extraordinary energy in the economic systems of nowadays world and attract deep attention from researchers in many fields. A number of international organizations and local governments turn their strategic point to the cultivation, development and escalation of the industrial clusters'competitiveness. Industrial clusters'competitiveness not only can drive the development of Industrial clusters, but also exert important effect on promoting enterprise competitiveness, regional competitiveness and country competitiveness. The formation and durative development of industrial clusters'competitiveness become hotspots of current research. This article carries out a theoretical analysis for the industrial clusters'competitiveness, and describes the government's policy based on the industrial clusters'competitiveness. The study in this article should be instructive to policy makers in their decision-making. The author also hopes that it will attract more attentions to industrial clusters'competitiveness from experts and governments of all levels, so a better environment for the formation of industrial clusters'competitiveness can be created.This article is divided into five parts.The first part is theoretical study on industrial clusters'competitiveness. The article makes retrospections and comments on domestic and foreign viewpoints, and generalizes the definition of industrial clusters'competitiveness.The second part researches into the forming mechanism of industrial clusters'competitiveness. Based on the related theories of industrial clusters, the article analyzes the internal laws, influential factors, dynamism and forming pattern during the formation of industrial clusters'competitiveness.The third part analyzes the formation of industrial clusters'competitiveness by replication dynamics evolutionary game theory model. Based on this model, the article discusses governmental behavior during the formation of industrial clusters'competitiveness.The fourth part is a case study. The article analyzes the industrial clusters policy in Japan. Through example analyzed, the article generalizes background, content, effects and remaining problems, and discusses the enlightenment for our country.The fifth part provides the policy suggestions. These suggestions include: reinforcement industrial organizational management; building the regional innovation system; developing risk investment system; perfecting the talents training mechanism.
