Housing is an important problem interrelated to people's livelihood. As a developing country, there are still a lot of problems though the housing conditions of citizen have been improved greatly in recent years. Not only the housing conditions of lots of low income families decline, but also the numerous "clip of heart layer" are put in a embarrassed circumstance, what is more, the workers from countryside are even been left outside of the housing security system. This trend will exert much disadvantageous influence upon our economic development and social stability, it is also a big obstacle to the construction of harmonious society in China. Therefore, in order to construct our harmonious society rapidly, a long effective operating mechanism of housing system that aims at the social minority communities should be build up as fast as possible in our country.Taking advantage of the practice of public housing system in developed counties, this text tries to make use of the tools of positive analysis and normative analysis, combined with history analysis and logic analysis, to make research from many angles and to design a long effective operating mechanism of housingsystem------Public Housing System to resolve the housing difficulties for the socialminority communities, all of these will probably carry out a balance market and harmonious society. In order to achieve this purpose, the text tries to look for a scientific designing angle, reasonable implement principle and standard operating method to establish a long running mechanism for the Public Housing System. All of them constitute the guide line, the behavior assurance and the basic motives for the Public Housing System. Actually, the designing angle that refers to the angle of dynamic equilibrium of equity and efficiency is a fundamental guiding idea in the Public Housing System, which is far different from the traditional one that paid much importance on equity or efficiency. The implement principle is a basic line that we should follow. The operating method is involved in the question that where is the boundary between the government and the market. In fact, this aspect deals to the behavior and function of Planning Economy and Marketing Economy in the housing system. There are internal contacts within these factors, so the Public Housing System has its logic frame inside.As far as this text is concerned, the first part is mainly about the reviews and comments of the theories of public housing system at home and abroad, and in this part, we point out that there are no scientific theories of public housing system in our country. Chapter two is focused on the research of designing angle, and here the opinion is hold that the angle of dynamic equilibrium of equity and efficiency is the basic angle in our designing. Chapter three deals with the basic theories and fundamental frame of the Public Housing System, including the definition system, the policy targets, the implement principles, the mode for choosing and the indexes for evaluating. Based on the research above, the author begins to design the operating mode of Public Housing System and to study the operating mechanism from a broader aspect, including the supply,the distribution and charging mechanism. The author believes that all of these will guide us to build a Public Housing System for our country, which will make our economy more and more stable, our society more and more harmonious.
