Research On A System Of Evaluation Indices In Industry Development Planning

Nowadays, our country is constructing and consummating market economy system. On the one hand, our country needs market economy system to regulate industry development; on the other hand, it also needs industry development plan which is constituted by the government to instruct industry development. Scientific and reasonable indices system is the important part of industry development planning. Indices system is not only the basis and standard to evaluate industry development, but also the foundation and precondition of industry development planning and plan target. However, there are few papers about industry development planning and there's no indices system of industry development planning.This thesis regards practical application as starting point. In terms of theory of industry life cycle, this thesis provides main feature, targets and key factors of different industry development periods. On this basis, it sets up a series of indices systems. With this, the thesis makes a demonstration research using factor analysis method on Liaoning transport equipment manufacturing.Through researching, this paper makes the following conclusions:(1) Qualitative analysis: In different periods, industry has different development target, main features and key factors. Technique, market, enterprise, source and government are key factors to industry development. In germination period, key factors are technique and market, then enterprises and source. In up-growth period, all of the five are the key factors. In maturity period, key factors are enterprise and market. In decline period, key factor is only technique.(2) Evaluation indices systems in industry development planning: Constructs evaluation indices system of industry germination period, up-growth period and maturity period. Evaluation indices system of industry germination period contains 17 indices about industrial technique and market performance. Evaluation indices system of industry up-growth period contains 24 indices about industry scale, benefit, technique, market performance, regional advantage and increasing ability. Evaluation indices system of industry maturity period contains 19 indices about industry strength, benefit, market performance and sustainable quality. (3) Conclusions of demonstration research: This thesis regards transport equipment manufacturing of Liaoning province as the research object, and collects datum of 26 provinces to analyze by factor analysis method. Bases on the evaluation results of transport equipment manufacturing, the thesis makes a conclusion that: first, the development emphasis of Liaoning transport equipment manufacturing in the future is to promote the benefit of enterprises and then to promote the benefit of the industry itself; second, government of Liaoning province should try to promote the regional advantage; third, government and enterprises should do more about technique innovation; at last, adjust the market structure and promote the industrial market concentration.
