Research On The Evaluation System Of Beijing Life Service Industry Development

With the continuous development of economic globalization,the proportion of service industry in the national economy of various countries has continuously increased.In developed countries,service industry is already the leading industry of the national economy,and countries are slowly shifting from “industrial economy” to “service economy” and “consumer economy”.At present,China is in a critical period of building a well-off society in an all-round way.The form of social development is slowly transforming from a traditional demand-based economy to a service-oriented and consumer economy.The life service industry has become a "consumer service industry" and an emerging industry that serves the economy and society.It is closely related to the people's life.It covers a wide range of fields and provides material and spiritual benefits directly to residents and consumers.The basic pillar industry of the national economy of life products and services.With the continuous improvement of people's living standards and the continuous upgrading of residents' consumption structure,the role of the development of the life service industry in promoting employment and safeguarding people's livelihood in China is becoming more and more significant.However,due to the long-standing influence of some traditional concepts and backward thinking,our country's understanding and input support for the life service industry is insufficient,which leads to the development level of the life service industry of our country as far behind that of some western developed countries.In order to promote the development of the life service industry,on November 22,2015,the State Council promulgated the policy document “Guiding Opinions on Accelerating the Development of Life Service Industry to Promote Consumption Upgrade” for the first time.As the capital of China,Beijing actively responded to the call of the state,and successively promulgated a series of specific implementation policies such as the Action Plan,and clearly pointed out that it is necessary to establish a coordinated linkage and operational monitoring mechanism for the life service industry.Therefore,we urgently need to establish a life service industry development evaluation system to test its development results,track and evaluate the implementation of the action plan,and provide some reference and help for the development and transformation of China's life service industry.This paper first summarizes the relevant theories of service industry and life service industry.Then it analyzes the domestic environment and foreign environment faced in the development of Beijing's life service industry and the problems existing in the current development;then the relevant theories and research On the basis of the research,based on the research on the construction of evaluation index system of other service industries such as modern service industry,production service industry and science and technology service industry,the characteristics of comprehensive life service industry have selected 3 first-level indicators and 25 The second-level indicators established the evaluation system of Beijing's life service industry;then the factor analysis method was used to determine the weight factors of the four main factors and indicators at all levels that affect the development of the life service industry,and the evaluation of the life service industry development in each region was evaluated.The comprehensive score model of the level is used to calculate the comprehensive scores and rankings of the development level of the life service industry in 11 districts and counties in Beijing.According to this,the countermeasures and suggestions for the comprehensive and healthy development of the Beijing life service industry are proposed.
