GM foods research and development as one of the most important results of a modern gene-technology research and application, it may be bring human beings and generate tremendous benefits, for example, transgenic crops and low cost, high yield, which are equipped with herbicide resistance, insect resistance and anti - viruses and other characteristics;can improve food quality and nutritional value;convenient for transportation, storage; preservation of the increase. However, it may also have a negative impact to human beings or even disaster: transgenic foods long-term, cumulative and indirect impact, it is still difficult to determine. GM foods / crops on the ecological environment and biological diversity of the possibility of more damage, if control bad, even disastrous; in human experiments, gene patents, the distribution of interests, international cooperation, commercial, the ethical, religious, and social problems triggered by its safety attendant. How to enforce the effective social evaluation about the research and development of GM foods, which has become an important issue in this field. Therefore, this paper tests from the "social assessment of GM foods" perspective, analyze and expose this in the following four aspects of the ition.Chapter one .The public and academic forum pays more attention to social assessment of GM foods. This paper analyzes the status quo of the assessment of GM foods based on social evaluation, the subjective system and assessment criterions, points out the deficiencies, and offers resolvable methods in order that the academic forum cares about the social assessment of GMF, and GMF can bring far more benefits to humankind.Chapter two. The subject system of the social assessment about GMF consists of management system,expert system,and public system, the paper analyzes the structure by using the social assessment theory and Foucault's power theory. What's more, based on that, it proposes some relommendations to every subject system, for the well-being of humankind.Chapter three. To analyze the characteristics and basic principles of the the social assessment, and think that the basic principles should be: the principle of the integrity, principle of effectiveness, the principle of impartiality, the precautionary principle and the principle of responsibility.Chapter four. Assessment criteria is the social basis for assessment activities, it is the first in the logic of all. This chapter that GM foods social assessment criteria should include: adhere to the integrating standards of economic, social and ecological benefits and health benefits ; adhere to the unity of efficiency and fairness standards; adhere to the unity of quantity and quality standards; adhere to the unity of interests and responsibilities standards.
