A good programming of area building energy saving can do a lot to promote the national building energy saving.The nation and some provinces constituted programmings of building energy saving successively. but our nation has a vast territory, there are various differences between the areas, such like weather, resources, economy, etc. So the nation's or the provinces' programmings can hardly be suitable to the local conditions. Further more, such programmings only studies on "what's the aim", but never thought about "how to get the aim", they have a low maneuverability. So it is important for each areas to set programmings based on local conditions. And the key is there must be feasible technology to support the programmings.This thesis analysised on the technology, economy, and the trait of the Ningbo's building energy saving, then worked out a programming of Ningbo's building energy saving and corresponding technology system, which works as a support of the programming.
