Empirical Research On The Mode Of Homestead Exchange Project In Suburban Area In China

In the past decades, China's fast track in urbanization and industrialization has been suffering from the lack of land resource. The suburban homestead exchange project was launched in some developed regions in China as an important strategic mission in order to solve the problem in the land supply in the processes of urbanization and industrialization, as well as to improve farmers'living standard and environment. However, homestead exchange project is in the very beginning stage, raletively less attention has been paid to the research on the mode of homestead exchange project. Meanwhile, owing to the special land system in China's rural area, there is no similar experience to learn from foreign countries.This study aims to conduct systematic research on the mode of homestead exchange project, which could provide some suggestions to the projects in future. Firstly, the management foundation is analyzed to confirm the property rights of homestead in China's special rural land system, and to discuss the issue of homestead's circulation in land market; in the third part, cost-benefit analysis is applied to estimate the cost and benefit of the project and farmers; the relationship among local village-level government, farmers and local government will be discussed in the fouth part as well as the principle and policy in benefit allocation in the project; the fifth part focuses on comparison analysis among different modes of homestead exchange project based on their advantages and disadvantages; an empirical research in Meicun town, Wuxi, Jiangsu Province is conducted in sixth part, and the reseach aims to investigate the basic information, economic status and relevant policies in the homestead exchange project through the interview with the local leaders in the project and questionnaire investigation among farmers, meanwhile, important factors of farmers'satisfaction with the project and potential policies to improve farmers'satisfaction will also be analyzed. Based on the theoretical and empirical research on the mode of homestead exchange project, a concept mode called"market-oriented and government-supervisory"is proposed in the last and relevant suggestions and advices are also provided.
