| Based on the theory of urban comprehensive competitive power which provides a useful tool for analyzing the relationships of competitions between cities and surroundings, this paper presents the whole strategy, implemented path, evaluation standard, main tasks and important actions for promoting and boosting the comprehensive competitive power of the central district of Xiamen, after evaluating from the angles including function, value, factor and dynamics. This paper includes four parts in total:First: Review the theoretical models with respect to urban comprehensive competitive power, including the reason, characteristics, function and basic concepts of urban competition.Second: Introduce the central district with respect to its advantages and disadvantages, and explain the development goal set in the 11th five-year plan and the great industrial zones on building.Third: Define the comprehensive competitive power of central urban district and construct the analytical framework of function, value, factor and dynamics; what's more, gain important hints which include, the essence of central urban district includes the functions of centralization, integration and diffusion and takes up the high industrial value chain, and both cultivate good innovation and living condition, and improving structure adjustment and industrial promotion is a key and long project for the central district government.Forth: Based on the former analysis, present the whole strategy, implemented path, evaluation standard, main tasks and important actions for promoting the comprehensive competitive power of the central district of Xiamen, that is, exerting strategic planning, structure adjustment, district management and hyper service etc. to allure high industry and talents for achieving the goal of creating social welfare, improving citizen's living condition and driving the surroundings developing together, which is beginning with the core special resources. |
