Peace and stability are the themes of modern times, whereas economy development is the constant theme of the world. The development level of chemical industry is a main factor to evaluate the international competitiveness of a nation's economy. Whether chemical industry can be on a fast development track depends on its technical innovation capacity. As chemical industry has entered a highly competitive era, technical innovation capacity has in turn replaced traditional price competitiveness, becoming a new decisive factor for the international competitiveness of chemical industry in the new century. To this end, global chemical giants enhance the research and exploration efforts successively, aiming to occupy the commanding height of the next round technical innovation in the field of chemical industry. It is a consensus that respect for science and continuous innovation is a precondition to maintain continuous development. This shows that chemical industry in our province certainly will improve the technical innovation capacity first so as to catch up with the new round development. To master some laws pertaining to technical innovation and development in chemical industry is a must before obtaining a significant improvement within a short period of time. Petro-chemical industry, which is under the strategic pattern adjustment of revitalizing the former industrial base in northeast China, ranks the second among top five pillar industries in Jilin Province. As the second largest pillar industry of Jilin Province, its economic contribution is irreplaceable. It is therefore imperative that the core competencies of petro-chemical industry in Jilin Province be strengthened through technical innovation.This thesis applies the reseach method of combination between qualitative and quantative, taking qualitative analysis as leading factor and quantative analysis as subsidiary, combining the theory with the parcatice, taking the objective law of scientific development as instruction and evaluation theory&method on industrial innovation capacity as practical starting point. Researches are carried out in line with the contents of this thesis.The first chapter is introduction, which mainly explains the selection background, significance and research content of the thesis. Last but not the least, the research ideas and methods are expounded.The second chapter mainly depicts in three research fields: brief introduction on industrial technology innovation theory, relative theories of industrial innovation and relative theories on chemical industry innovation. In terms of industrial technology innovation, the connotation and relative theories are expatiated; then analyses are concentrated in the following three fields: the concept and connotation of industrial innovation, relationship between industrial innovation and technical innovation, and impetus and influence factor on industrial innovation; lastly, relative theories on chemical industry innovation are explain in two aspects:the identification of chemical industry, the connotation and formation elements on technical innovation of chemical industry; in the meantime, it is emphasized that innovation capacity in chemical industry shall take technical innovation as basis, generating other aspects of chemical industry innovation.The third chapter is the explanation of the evaluation model construction on innovation capacity in chemical industry. Firstly, the principle for evaluation index system for chemical industry innovation capacity is set forth; then analysis on the structure of index system is taken; last comes the explanation on evaluation method selection, emphasizing the theoretical parts of principal component analysis method and cluster analysis method.The fourth chapter is a crucial part of the thesis, emphasizing current situation on innovation capacity of chemical industries in Jilin Province. Evaluation and analysis are made in accordance with relative indexes. The development process, basic types and general status of chemical industries in China are analyzed. It outlines the current situation and existing problems for chemical industries in Jilin Province. .Assessment is taken in line with four indexes: economic supporting power, technical basis, transformation capacity and environment policy. Comparison is made according to samples sorted out from 22 provinces and municipalities directly under the administration of central government. Principal component analysis method, cluster analysis method and SPSS13.0 mathematical statistical analysis apparatus are applied. Lastly the comprehensive evaluation on innovation capacity of chemical industries in Jilin Province is expounded and questions are put forward: inadequate investment, insufficient professionals with brain drain phenomenon, weak technology foundation, the improper combination of production,study and research, insufficient transformation power, main status unclear and inadequate support from macroeconomic policy.The fifth chapter expounds the countermeasure and suggestion with respect to strengthening the innovation capacity for chemical industries in Jilin Province. In line with the problems on innovation capacity for chemical industries in Jilin Province mentioned in chapter four, seven pieces of suggestion are set forth:①increase scientific investment and augment basic research and exploratory research②strengthen human resource construction③ascertain the main status④strengthen the combination of production , study and research; accelerate development of science-technology economic integration⑤construct hi-tech chemical park and facilitate the development of technical innovation⑥Strengthen macro-control, consummate relative policies and regulations⑦Actively develop the scientific and technical media According to the above research, this thesis has ascertained the problems and the roots regarding the development of chemical industries in Jilin Province, developing the countermeasure on improving the industrial and technical innovation capacity, and in turn provide a reference for the future development for chemical industries in our province.
