Organization Structure refers to a pattern in which the sequence arrangement special position, aggregation state, contact way of each component, and the relationship among each components in the organization are presented, and it is a system implementing the administration and operation. The organization structure works as a frame in the whole management system. Only through organization structure, can the flow of human resource, materials, and information in the system circulate regularly, and can the goal of the organization be touched.A good organization structure will make an enterprise easy to direct and flexible to operate, enable the enterprise to face diverse changes in the circumstance, effectively meet the physiological, psychological and social need of the members in the organization, form organizational power to ensure the organization system run smoothly, generate teamwork spirit and term awareness, and successfully obtain the goal of the enterprise organization.Through the detailed discussion, analysis and comparison of the traditional"Pyramid"hierarchical organization structure and flat organization structure, on the basis of the practices in the Xinfa Construction Development Center, this paper analyses the disadvantages in the former organization structure of Xinfa, and, applying the organization structure principles, it designs an organization structure adaptive to the development demand of Xinfa and matching to the strategic goad, and draft measures securing the operation of the new organization structure. It includes four parts:The first part has a overview of the Xinfa Construction Development Center of Jilin Province and its organization structure. The center has applied the organization structure of the traditional beeline-function system for years, which greatly restrict the development in the future with much serious problems and less confidence among the employment. Thus, the current organization structure is inconsistent with the future development strategy, and the traditional one has to be changed in order to meet the demand of development and work.The second part is a detailed analysis and discussion of the development and features of traditional organization structure, as well as the development trend of the modern enterprise organization structure, with the aim to conclude the features of traditional pyramid organization structure, its shortcomings under the new context, and the development trend of modern enterprise organization structure. Currently, the knowledge economy, which is centered with information technology, develops rapidly, and it is flourished by the network and information, in which the vital disadvantages of the"pyramid"organization structure are presented to us: 1. The firm hierarchy has greatly confined the creativity, activeness, and enthusiasm of the staff. 2. The traditional structure usually has a huge system, leading to the blocking or distortion of the information distribution. 3. Each component works independently, and disadvantages such as low-efficiency, nobody in charge of the whole process, rigid organization, overstaffed system, inflexibility and high sales cost as well as unawareness of satisfying the customers are all presented in the production and business process of the enterprise. 4. Most of the traditional organizations apply centralized decision-making in order to strengthen control and monitor, but in the knowledge economy, this way is featured with low decision-making speed and quality, which cannot have a rapid reaction to the outside. Viewed from the development process of enterprise organization structure and its current practice, the trend of enterprise organization structure is manifested in the following six ways: 1. Centralization of the functions of operation and backup (platform function). 2. Flatting of the vertical structure. 3. Integrating of the horizontal structure. 4. Decentralization of the administrative system. 5."Marketing"of the operation system. 6. Netting of the outer communication.The third part is the body of this paper, which presents the design of organization structure of Xinfa Center. For further development in the future, Xinfa center has be make a strategic adjustment in organization structure, and convert the traditional pyramid organization structure in the beeline-function system to the modern flat organization structure. By using the flat management pattern, according to the basic principles of organization structure design, a new pattern, a new system, and a new procedure shall be established in order to adjust Xinfa Center to meet the the development demand of the social development and market competition in the future.Firstly, it begins from the necessity of flatting, and analyzes the features of flat organization: 1. The management skills of line management are diverse. 2. The subordinate will be more mature. 3. The team of knowledge is the operation basis of the organization. 4. The authority allocation is deeper. 5. The management span is wider.Secondly, optimizing the management structure, reducing the management levels, widening the management span, simplifying the organization, and appointing new functions departments, all of them will flat the organization system.The advantages of the new organization system compared with the current one: the first will be the rapidness and exactness of information transfer, and rapidness of decision-making and feedback. The second will be strengthening the awareness of liability, and management effectiveness. The third one will be regulating the management, strengthening the self-control awareness, and implementing intensive management. The fourth one will be ensuring the quality of production, improving labor productivity, reducing the operation cost and increasing profit. The fifth one will be working through competition, which makes the management keen-witted and highly efficient, employees creative, and enriches the staff with the enthusiasm of participation, independence and creativity. The sixth will be strengthening the sense of aggressiveness of management and sense of liability of the employment, which form a strong power for the enterprise, and prevents the phenomenon of hemorrhaging in production operation and assets operation.The principles of the organization structure of Xinfa center: 1. Integration of the aim. 2. Division of the labor and cooperation. 3. The adjustment of management span and levels. 4. Consistency of authority and liability. 5. Unified directing. 6. Combination of centralization and decentralization. 7. Capacity and high-efficiency. 8. Balancing. The principles for setting the functions departments: 1. Try best to maintain minimum departments. 2. The departments in organization vary according to the need. 3. The functions shall be corresponding to the department. 4. The work shall be balancing. 5. Division of the inspection duty and business department.The fourth part presents the measures securing the operation of the new organization structure of Xinfa Construction Development Center, the aim of which is to ensure the effective operation of the new organization structure. The measures are specified as the following three aspects: 1. Strengthening the innovation awareness in management, including management system innovation, ways and pattern innovation, mechanism innovation, and technology innovation. 2. Establishing learning-style organization, including setting up a learning-style organization for Xinfa Construction Development Center. 3. Strengthening the construction of enterprise culture, including the goal, principles, content, steps and methods of the enterprise culture construction for Xinfa Center.
