The problem of farmers'interest compensation is one of a key problem of cultivated land protection. According to the general idea of "why - how much - how ", this paper analyzed the farmers'interest compensation from the theoretical and empirical angles.Through analyzing the influential factors of farmers'behavior and the loss of farmers'interest,it can be found that farmers plays an important role in the farmland protection, which contains positive and negative roles, and interests are damaged seriously. Based on the strategic considerations of food safety and social stability, coordinated urban and rural development, it is need to give the necessary compensation to farmers. This will answer a basic question: Why should be compensated?Farmland protection involves in a lot of the principals. This paper use bargain model to analyzes the relationship between the local governments and farmers. Then it takes Land Expropriation for example, and find a balance numerical of value. Farmland protection involves in a lot of the principals. This will answer another basic question: How much should be compensated?Then, the paper tries to build the theoretical framework of farmers compensation system, with the main line of farmers'interests of protecting farmland, the four compensation models, and the basic elements including the objectives, principles, practices, procedures and evaluation. This will answer third basic question: How should be compensated?Finally, based on field survey and statistical data, there is empirical studies on the issue of compensation to farmers. Through research, this paper has strong practical significance in terms of the game model and the framework of compensation system.
