As an important part of Henan economy structure,middle and small-scale private enterprises are playing a significant role in Henan economy development. However,brain drain is a very common phenomena in these enterprises with the further development of market economy. It restricts the sustainable development of enterprises. In order to stabilize the talents in the enterprises,how to face and control the brain drain to increase the cohesion of enterprise, to enhance their performance, and to put effective talent-management into enterprise development strategy? These have become paramount importance for the development of the middle and small-scale private enterprises. Therefore,it is very significant both in theory and practice to study and solve the problem of brain drain in small and medium-sized private enterprises.The article analyzes and discusses the issue of core brain drain in middle and small-scale private enterprises of Henan. Contents in the thesis assigned six chapter in all following: the first chapter is preface, given the background of research for this problem as well as meaning of the thesis, and analyses method, technology route; secondly, mainly introduce the theory of the internal and external brain drain; thirdly, Expound current situation of small and medium-sized private enterprises in Henan Province and its the existing situation, characteristics and negative impacts of core brain drain; fourthly, the reasons for core brain drain are analyzed, the paper indicates the proportion each factor contributes to the turnover decision-making by investigating and interviewing about private in middle and small-scale private enterprises of Henan. So we can draw conclusions those core talents in Henan private enterprises pay more attention to salary and welfare, the chance of future development, leadship management, enterprise culture, relationship with colleagues and etc; fifthly, from the point of enterprises, Some effective countermeasures to retain core talents are figured out. it is thought that the core brain drain when human resources vitally needs one kind of constant state facing as middle and small-scale private enterprise, enterprise must comply with the altitude organizing strategy,the sufficient cognition arrives at the enormous risk that brain drain manages to enterprise,should use different way according to different enterprise character,govern the enterprise brain drain problem. To prevent the core brain-drain through the combination of the establishment of advance, in the matter, and afterwards of comprehensive the control measures, these can effectively prevent the core brain drain;the last is summary of the whale thesis.Based on the practice of the middle-small enterprise, the article develops a research on employee turnover in a given area and a given type of the talents. Expect the thesis can bring some advice and help to middle and small-scale private enterprises in Henan.
