The Private enterprise's brain drain (PEBD) phenomena have becomes a normal social problem along the development of Chinese economy. Corporations face great challenges by the outflows of talents and shortages of talents during early stage development or expansion, especially for those private corporations from small to medium cities (SMCs), with low market share, simple management structure and simple organizational structure, and small business size. Therefore, it is more realistic and urgent to find relative business strategies or establish economic models that can effectively control and reducing effects of PEBD phenomena for private enterprises in SMCs.This article uses PEBD theories in SMCs figure out current status and characters of the brain drain phenomena in those private enterprises in SMCs. By establishing the SMCs' Private enterprise brain drain economic model, to classify relevant variables that can affects private enterprise brain drain in SMCs, to find correlation among those variables, to find core causations that can resulting private enterprise brain drain, and to provide relative suggestions for private enterprise brain drain.This paper's innovation points are using SMCs'municipal government and the talented person, SMCs' Private enterprise and talented person's economic analysis to establish the interest relations model, statistically analyzing the relationship among talent people, SMCs'governments and SMCs' private enterprises, and presenting the influencing factors of private enterprise brain drain. Moreover, this paper proposed relative solutions and suggestions of the prevention and the control countermeasure for private enterprise brain drain from and from both SMCs'municipal government and SMCs' private enterprises.
