The construction design units in china was developed by leaps and bounds under the call of the State Council that they must gradually realize enterprise since 1979, but with the upcoming WTO protection period expires, the state-owned construction enterprises are facing tremendous challenges while the construction design institutions on foreign trade barriers will be phased out, the state-owned construction enterprises after restructuring will no longer enjoy the civil service remuneration and welfare policy, and foreign construction design companies pay higher salaries in order to plundering talents.To enhance the market competitiveness, some large state-owned construction enterprises have begun to use personnel measurement technique to measure the leadership talents, and middle/senior management persons which have played a certain role in the recruitment, performance evaluation and so on. However, the measurement of the personnel at home and abroad now tends to be concentrated in business managers, research on technology staff is relatively less, and most of it is concentrated in R & D staff, but the engineering designer is almost no research. This has had a serious impact on economic efficiency of the state-owned construction enterprises. So how to evaluate engineering designers of state-owned construction enterprises scientifically has become a reality.Based on the quality theories and personnel measurement theories, the paper chooses the China Electronics Engineering Design Institute as study background, selects the engineering staff for the study, learns from the general quality model of the technology staff and the existing evaluation index systems of engineering designers in CEEDI accessed to large number of literatures, uses the methods of questionnaire survey and behavior event interview for the quality survey to find out the competent qualities of engineering designers worked in the state-owned construction enterprises, build the quality model of engineering designers, and select out the evaluation indicators for the personnel measurement index systems of engineering designers.Based on 19 evaluation indicators such as sense of responsibility, initiative, self-confidence, customer service oriented, qualified, professional knowledge and skills, project experience, communication and coordination ability, team cooperation ability, interpersonal comprehension ability, deductive ability, analysis ability, innovation ability, achievement-oriented, individual influence, personnel training, attention on quality and procedures, cost consciousness and safety consciousness from the quality survey, this paper formulates the evaluation standards, and determines the index weight by the analytic hierarchy process to build the engineering personnel measurement index systems, and than chooses the right combination of evaluation methods. Based on this, this engineering personnel measurement index systems is used in human resources management in the enterprises, such as recruitment and selection, performance appraisal, remuneration management, training and so on, which not only makes the decision-making more scientific, but also makes engineering discovers their own insufficiency, and clear the direction to improve their work performance.The research on the quality model of engineering designers and the personnel measurement index systems of engineering designers in this paper is useful in real society and it gives an orientation about the further research on engineer personnel measurement.
