Mining industry is an important industry for the western provinces. Therefore, it has a vital role how to build a good investment environment to attract more quality investment and meet the demand for funds for the development of the western mining and the rise of the western economy.This text takes the theories of Investment, Industrial economics as the foundation and adopts econometric analysis. In conclusion on the basis of previous research, the paper sets up the investment environment evaluation system, according to the characteristics of the western mining development of the western provinces. With the method of principal component analysis, the author identifies the impact of the western mining industry in investment environmental factors. The paper selects Qinghai City to analyze its investment environment for both active and passive investment in a combination of environmental assessment studies and optimizes the investment environment countermeasures, in addition to use the SOWT analysis for the conduct of evaluation studies on western mining investment environment. The aim is to take the advantage of mineral resources into market advantages and economic advantages.The paper focuses on sustainable investment environment as a theoretical study of the theoretical basis, contacting with the development situation of mineral resources, the investment community and the region economic development. The text establishes the mining investment environment evaluation system and reflects innovation. Through the analysis of the factors that impact the western mining investment environment, combining with the actual situation of Qinghai's mining development, the paper makes some specific improvements in mining investment environment measures to provide reference to the mining industry in other western provinces to improve their investment environment.
