Study On Evaluation Index System Of Institutional Environment Of Industrial Technology Innovation

Basing on relevant theory about technological innovation,industrial clusters and industrial competitiveness,combining results of previous research,this paper constructs the evaluation index system of institutional environment system of industrial technology innovation,which includes three structure of the framework,six modules,twelve elements and thirty-two indicators of the basic content.The six modules are financial system,fiscal and tax system,credit and legal system,market system,education system and infrastructure.The twelve elements are financing situation,policy support,financial system,tax system,credit situation,legal system, market-oriented,factors Configuration,situation of human capital,research strength,scientific and technological personnel situation,traffic environment and information environment.Taking advantage of this evaluation index system,using factor analysis,the paper evaluates the institutional environment of technology innovation of the electronic and telecommunications equipment manufacturing industry of Beijing,Tianjin and Shanghai in 1995 to 2006.Concerning the process of the empirical analysis,the method is feasible,the index system is also fitting the Actual situation of the institutional environment of technology innovation of the electronic and telecommunications equipment manufacturing industry of Beijing,Tianjin and Shanghai.Concerning the results of the analysis,during the period of 1995-2006,the institutional environment of technology innovation of the electronic and telecommunications equipment manufacturing industry of Beijing,Tianjin and Shanghai improved year after year, showing steady improvement in longitudinal evaluation;in the horizontal evaluation of three places,in these 12 years,Tianjin has been ranked after Beijing and Shanghai(except 1995) in both total score and each factor score,showing a relatively poor state of the overall institutional environment.In addition,from the scores of components,Tianjin also shows a relatively large gap between Beijing and Shanghai in some specific indicators.In view of this,this paper provides some policy proposals in improving the institutional environment of Tianjin's industrial technology innovation system,such as improving financing environment,strengthening financial support;increasing industrial R&D investment and government support for science and technology activities;improving credit situation and strengthening legal protection;raising the transformation rate from scientific and technological achievements to industrial products,accelerating the process of marketization,and gradually increasing the efficiency of resource allocation;increase human capital investment and government expenditure on education,and increasing efforts of construction on information infrastructure.The above advices will so some help to certain government departments in formulating relevant policies,and actively taking effective measures in order to creating a favorable institutional environment system for industrial technology innovation.
