| The paper studies on the evaluation system of innovative cities by means of set pair analysis, time series analysis and comparison analysis under the guidance of regional economy, theories on innovation of country and regions, considering problems about construction of innovative cities, comparing the macro-discrepancy and micro-discrepancy from abroad to home.Building innovative cities is a principal way to construct innovative country. The innovative city that taking innovation as core driving force, depending on the creative factors such as science and technology, knowledge, man power, culture, system, environment, adjusting economic structure, raising a city competition ability, and promoting economy to develop well and rapidly. Innovative resources, innovative carrier, innovative environment, innovative capacity and well-known brand constitute the innovative system characterized by mutual coordination.The index system on construction of innovative cities should be built according to some principles such as orientation, representative and combination of qualitative analysis and quantitative analysis. Existing study about evaluating technological innovation or regional innovative system mostly rely on the data issued by statistical administration, regardless of qualitative factors, quantitative factors and environmental factors. The paper constructs an index analysis model for evaluating construction of innovative cities and reflecting situation, tendency and interrelation between inner and outsides of innovative cities. The model includes five first class indexes, and fifteen second class indexes and forty-five third class indexes comprised of institution environment, technological initiation,βindex on industry and consumption of resources per ten thousand yuan etc. Furthermore, the paper makes an evaluation on construction of innovative cities, such as Peking, Tianjin, Shanghai, Chongqin and Xi'an. |
