State-owned enterprise has the important responsibility and bears huge pressure in the time of economic transition. Whether the reform of state-owned enterprise succeed or not, the innovation of encouragement is a key reason. The first important thing is to construct a valid and integral encouragement system scientifically in order to solve the lack of the encouragement system in state-owned enterprise.The first thing is the problems State-owned enterprise have. Through using basic encourage principles and main theories, this article has analyzed and study so many civil and foreign successful enterprises. From above,it has come to the basic principles and thoughts .From the beginning of the reform of human resource in SO design institution , using the investment analysis of satisfication and want, this article finds the distance between the above and the existence of encouragement system. Then , aiming the main problems, it provides the guiding thoughts and principles. Finally, from salary management,performance examination,staff training enterprise culture,emotion encouragement and spirital encouragement, this article provides useful projects which can use as reference in studying encourage system.From the fixed environment , through the study of testimony, the article has come to a conclusion which is realistic and can be used as reference effectively. Actually, in order to assure that the system can be put into effective practice, we should have a consideration in different points .
