At present, the human capital already became most important resources and the guarantee in the advance in technology and the social development. The competition in economy and technology displays for the human resources especially for human capital competition finally. In recent years along with the western big development's implementation, the Central authorities have enlarged to the western investment. Shanxi's each economic indicator has also made great progress than before. However, compared with the eastern provinces, there are still significant gaps.
