Research On The Problem Of Peasant Workers' Endowment Insurance Under The New Urbanization System

Migrant workers are the product of urbanization, they migrant to the city for working, but they can not enjoy the same social welfare with citizens. With the development of new-type urbanization, the land began to flow, more famers choose to work in the city,at the same time, the proportion of migrant workers who born after the 1980 s and 1990 s are expanding all the time. These people have more strong desire to become citizens. Promoting migrant workers to become citizens is also the requirement of new-type urbanization. In order to realize citizenization successfully, we should bring migrant workers into security system, so that migrant workers can have the opportunity to enjoy the same benefits and public services with local residents. Based on the background of new-type urbanization, at the request of high quality of urbanization, this article studies the problem of migrant workers’ endowment insurance. In addition to the existing research data, the author questionnaires and interviews 210 migrant workers in Beijing Mentougou area, and harvest 208 valid questionnaires, finding the important data for the study in this paper. According to the existing literature, this article focuses on study three aspects, such as participating situation, influencing factors, and rule making. In the study, the author found that the irrationality of system is the main objective reasons to cause unsatisfactory situation of endowment insurance participation, except for subjective effect of insured ability, insured willingness and citizenization intention. Based on the research of the institutional change theory, the author thinks that the change of each kind of system is a processing that shift from one balance to another equilibrium, when the existing balance has been broken due to the change of internal structure and external environment, the old system should be replaced by another new balance system. At the same time, this article studied the current endowment insurance system model of migrant workers, found that each model is only applicable to a particular group of migrant workers, this model has the limited coverage area, and can’t meet the demand of the different types of migrant workers. This suggests that the current endowment insurance system of migrant workers has a lot of limitations. This system is not conducive to the insured processing of migrant workers, hindering the process of urbanization of rural migrant workers, also cannot meet the requirements of the new urbanization. Therefore, we need to seek a new balanced system of endowment insurance of migrant workers, in order to face the different needs of different situation of migrant workers, this paper put forward the classification endowment insurance system model of migrant workers, and analyze the feasibility of the system from the two aspects of data and theory. The ultimate goal of putting forward the new system is to help migrant workers participate the endowment insurance in the largest extent without reducing the living standards.
