The responsibility of government in old-age insurance has been a core and debatable issue in Economics and social security ,but also a urgent problem which needed to slove .In this paper, we describe the historical change of the responsibility of government in old-age insurance;analysis the general reason ,and the limitation of liability about responsibility of government in old age insurance.as well as the specific content.finally,we analysis the problem which existed in old-age insurance in china.The conclusion are as follows: First,the responsibility of Government in old-age insurance changed as the economic environment and social ideas change .Second,The government bear responsibility for old-age insurance is mainly based on the limited personal reason, the existence of market failures and equity consideration.Third,the Government only need assume limited responsibility, not only Because old-age Insurance is a quasi-public goods, but also the current international and domestic socio-economic background. So the role of government should concentrate on :divise a proper framework, provid financial support to protect the financial sustainability of pension insurance; ensure vulnerable groups get the lowest income, implement strict supervision to ensure the health of the endowment insurance system, and sustainable development.Finally ,we use the conclusion of the study,analysis the existing problems in old-age insurance in China , which mainly include: lack of uniform system and the government give up their financial responsibilities; serious inequality between different beneficiaries; lack of monitoring force . For the above-mentioned problems, we are given specific solutions and countermeasures.
