Medical security system is one important components of social security system. It plays an important role in county's health as well as in economic and social development, and is one of the nation's basic social economic systems. Modern society injects new meaning into Medical security, and brings forward new request.In briefly reviewing the developmental history of employees' medical security system, this report has introduced the basic principles and main points of basic medical insurance system reform for employees, and analyzed the responsibility which should be undertook by government. Such as, government's macroscopic responsibilities, finance responsibility, supervise responsibility, law responsibility, and government's responsibility in medicine and hygiene system reform. At the same time, some measures have been put forward to solve these difficulties and problems of government's responsibility in medicine system in Chenzhou. Such as, to perfect government's responsibility divide, to perfect government's responsibility perform, to perfect the kinds of government's indirect guide responsibility.This thesis tries to pursuer the establishment and perfection of government responsibility system which about medical security. In the basic of review the development of medical security in Chenzhou, and tries to put forward some plans about government responsibility, may be these are the real value of this thesis.
