| Against the backdrop of growing economic globalization, recognition with each other and regional consciousness among regions have been increased, which ceaselessly deepen interdependence and interpenetration among regions. Meanwhile, the regional competition, which is much fiercer because of the roles division of globalization, has characterized by the territorial competition to a great extent. The level of this regional competition ability is based on whether local governments could efficiently and influentially play a key role or not.Regional development with harmonization is not only a subject of economy, but also embodied in the process of the renovation of the national administration system. Establishing an effective mechanism that will play a significant role in preventing the imbalance of regional development is an important aim of China's policy during social and economic developing process, and also the significant content to establish harmony society and build a well-off society in an all-round way.Based on studies of our predecessors, With the analyzing the causes of regional difference, this study points out that the fundamental way to change the area differentiations is to build the effective pattern of the coordination and cooperation, which needs local governments to build or transform complete set of government functions and strengthen the transverse cooperation among local governments. And the study taking the interest as the breakthrough point, deeply analyzing the existing questions of cooperation mechanism among local governments and learning the experiences from developed countries and domestic typical local governments in regional economy development, indicates that the sticking point in the coordination and cooperation mechanism in mainland is the system innovation of local governments, which could supply the necessary and effective theory support for establishing the effective system of regional harmonious development. |
