Research Of The Mechanism And Countermeasures On Constructing The Synthesis About University City And New & High Technology Industry Development Zone Of Jiangsu Province

Looking at the world famous high-tech field, such as Silicon Valley in the United States,Hsinchu in Taiwan,Cambridge and Oxford in Britain,Heidelberg in Germany,all zones is fused by University City and new & high technology industry development zone. In Jiangsu Province,there are about ten University Citys including builted or under construction , four state-level high-tech development zones in Nanjing, Suzhou,Wuxi and Changzhou, in addition to many local-level high-tech development zones. These University Citys and high-tech development zones play a decisive role for develop hi-tech industries and spur the local development of the national economy as a whole. But with the advent of the new century, a large number of new problems and many new content have emerged. For example,the community emerge many comparisons and lack of size and big and fail to pay attention to land-use efficiency. Everywhere is high-tech zones and University City.The Regional allocation of resources and the regional distribution is improper, with the improper management mechanism and too much government intervention backward, etc. Without exception,Jiangsu Province are faced with these problems too.Therefore, in the process to boost the province of technology and education, Jiangsu can't develop University City and high-tech zones by two different measures, but should be integrated to share the resources, complement each other's advantages and achieve the the interaction and coordinated development of revitalization about the development of higher educationhigh,high-tech and the industrialization.As a new form of urbanization, University Citys of Jiangsu Province possess some of the special resources,and have an initial effect in the economic and social development. As a form of the development of technology-based industries, high-tech industrial development zones of Jiangsu province has played a strong role in promoting economic development. We believe that as two different measures of social development, implemented University City and high-tech zones as two separating lines would sever the natural link between the two intrinsic. Integration of the two thing will integrate the resources of all sectors of construction, and help the University City and high-tech zones sharing resources.,achieve the interaction between universities and industry and the join between the University and the community, thus from the restructuring and development of resources. In addition,the integration of the two thing also can meet the increased demand for higher education,and create regional brands and build talent Heights.In this paper, according to the specific circumstances of Jiangsu Province,the author analyze the operation of fusion by the integration model of production,study,and the cooperation countermeasure model, reveal the nature of the interaction between University City and high-tech zones of Jiangsu Province.This paper analyze and design the local support policies and mechanism which consistent with the planning and construction,and put the specific initiatives of the integration based on the. analysis of University City and the high-tech zones.The author hope this paper can provide a basis for the government departments at all levels building program,and offer some suggestions for promoting the health development of University City and high-tech.
