Discussion On Management Innovation Of Enhancing Telecom Enterprise Core Competence

In the era of economic globalization, accompanying with China's entry into WTO, foreign telecom operators will gradually enter into Chinese telecom market. In order to seek survival and development, Chinese telecom enterprise must strive to cultivate their own core competence. Management innovation is the most effective way to improve the enterprise core competence.Whereas such instances, firstly, the internal and foreign actuality of enterprise management innovation is analyzed. Then the theory of enterprise core competence and management innovation is systematically expounded. Their relationship is analyzed in detail. The "3+2" management model and "GE" reform plan are introduced. Secondly, it gives the characteristics of Chinese telecom business in such aspects: industry environment, finance actuality. Then it analyses the advantages, weaknesses, opportunities, threats of China Netcom .Thirdly, Against the core competence of China Netcom, it researches evaluating project and presents telecom enterprise core competitive evaluation system and evaluates China Netcom. Finally, According to the "GE" reform plan, it presents a new reform path of China Netcom management innovation. Its' hardware reform includes four aspects: plan module, qualification module, process module and base module. After hardware reform, It will carry out software reform.The innovation of the thesis is the uniting of theoretical research and business conditions. Based on telecom industry own characteristics, it is building an operational core competence evaluation system in practice, and giving a case of China Netcom how to enhance competence by the method of management innovation in the knowledge economy environment.
