Since the 1980s, competition has intensified in the global Telecom market, with many countries in the world breaking the monopoly of the Telecom industry。Opportunities and challenges coexisted in the current situation .The original Telecom industry value chain is undergoing the double choice of deconstruction and reconstruction. At the same time, a great deal of factors, such as the innovation of new Telecom technology, new demand of users, cost reduction and professional requirements, made the Telecom industry face the difficult choice. Therefore, with their own advantages and extensive network resources, Telecom operators have entered the ASP market to achieve Telecom's strategic transformation. ASP model is actually a business user-oriented network value-added service, which provides a system solution in the form of online and leasing including hardware, software and information services. However, in the absence of an effective business model, ultimately it will hinder the successful implementation of Telecom operator's strategy of ASP.In this paper, on the basis of a lot of theoretical literature on business model, combined with industry value chain and market segmentation theory and adopted comparative analysis of the survey data and statistical analysis methods, the author explained a new interpretation of the business model. At the same time, the author also gives a new expatiation on the telecom business model that is baesd on the ASP., which components of the external reality of the enterprise, corporate internal activities, profitability model and evaluation of business model.On the basis of Telecom operators'advantages and disadvantages analysis, especially the fixed-line operators, the author put forward the ASP business model with the core of Telecom operators, and mainly analyze this ASP business model through Telecom operators, ASP products and services, the costs and proceeds of each part in the industry value chain and its assessment methods. In addition, in the paper, the author has adopted the analysis method of information flow, logistics and cash flow to put up an in-depth study of the competition and cooperation relations between the various participants, which constitute the ASP industry value chain. When the author made a study of the market position of the ASP products or services, he adopted factor analysis method, and determined the suitable ASP business type of the Telecom operators through the naming and interpretability of factors. In terms of their costs and proceeds, the paper did not limited to Telecom operators'own costs and income, but from the perspective of the entire value chain, through the cost and benefit analysis of the ASP service platform of telecom operators, enterprise customers, ISV and hardware providers, that is their own profitability models, which not only safeguards the stability of the industry value chain, but also achieve the market concept of the win-win cooperation competition. Finally, we use a successful case of mobile payment business model, revealing the guiding role of business model in the development of ASP business to the Telecom operators.
