The lifeline of Emerging Technology Enteprise is the development and update of emerging technology, competitive strength is depend on the generation and application of Emerging Technology . The Research and Development personnel are the core strength , are more and more important to the enterprise. The quatity ,quality and management of researching activities are the embodiments of the scale and strength of enterprise,are the determing factors in the successs of project ,are the source of the core competitiveness of enterprise .The performance appraisal not only for the purpose of rewards and punishments ,but also for the basis of the ability development ,performance improvement and career planning . Establishing a performance indicator system is great significance for effective appraisal, mobilization of the activity and promote the efficiency .The article is based on the previous studies, combined with the author's studies ,use Management ,Decision -making science, Statistical theory and other disciplines to systematic research and explore the Performance Appraisal of Research and Development staff in Emerging Technology. The article first describes Emerging Technology enterprises and research personnel and then combines with the performance appraisal theory, from four perspective factors; it is attitude ,ability,achievements and team consciousness to define the achievements of R&D personnel; Establish the indictor system , set up the appraisal model and prove with the case.The paper consists of 5 parts :Part1 is the introduction that mainly describes the present background of the thesis,present situation and problems at home and abroad ,the major contents and methods; Part2 is the summary for evaluation of the employee's achievements ,which is the theoretical and idelolgical subject of this paper always using ;Part3 is the define the concept and features analysis to provide a clear concept to reader;Part5 is the provement.
