The Countermeasures About Urban And Rural Economic Coordinated Development Of Jinan

Imbalance between urban and rural economic development is general problems that developing countries must to face, it is also a problem of Jinan development. If three dimensional rural issues are not effectively resolved, the level of Jinan overall economy is not effectively improved. To coordinate urban and rural development, and promote the building of a new socialist countryside, we must take practical measures to eliminate the gap between urban and rural economic development. Therefore, a correct understanding of the urban and rural economic development problems, the gap of development, as well as the stage of economic development is very necessary.Along with the continuous deepening of reform and opening up, seeking new momentum and long-term mechanism to promote the coordinated development of urban and rural economy, and achieving benign interaction between the urban and rural economic development and integration have become major issues currently facing. Promoting the coordinated development of urban and rural economy has become an inevitable requirement in the coming period of economic and social development in Jinan. Through the establishment of a scientific system of coordinated urban and rural development indicators, using the combination of qualitative and quantitative method, to further deepen the understanding and the research of status,and to identify the effective way to promote coordinated development of urban and rural areas of Jinan.Especially in the current rapid development of urbanization of China,to construct a scientific evaluation indicators system for the coordinated development of urban and rural, there is positive significance for deepening theoretical research, and strengthen empirical analysis and practical guidance.Expounded coordinated development of urban and rural economic theories, summed up the dynamic mechanism of coordinated development of urban and rural economic. The present studies about coordinated development of urban and rural economic are "Dual Economy" theory, Growth Pole theory, External and Centernal theory, and so on.Through expounding and concluding these theories,proposed two paradigm which the government intervene in the regional economic——the type of up-bottom and bottom-up,these two paradigms, as well as the construction of infrastructure, foreign investment, innovation system constitutes the dynamic mechanism of coordinated development of urban and rural economic. The coordinated development of urban and rural economy related to all aspects about economic, social and environmental, but also rely on the integrity of the market mechanism and the improving of the government regulation and control mechanism.Through the construction of evaluation indicators system of coordinated development of urban and rural , made a qualitative and quantitative evaluation about the status quo of coordinated development of urban and rural areas of Jinan. Choose 20 indicators,suth as per capita GDP, the income ratio of urban and rural, urban and rural industrial and agricultural output value ratio, the ratio of urban and rural consumption level,…, established a indicators evaluation system with economic coordinated status, economic coordinated dynamic and security of economic coordination.After evaluation, came to the conclusion that Jinan obtained coordinated urban and rural development is still at the preliminary level,and step further evaluation show that,the proportion of secondary industry output, the proportion of non-agricultural employment, the level of urbanization, transport networks-all of the Mastery has an important influence on coordinated development of urban and rural economic.Using the evaluation system, made a comprehensive analysis about problems of the coordinated development of urban and rural economic that exist in Jinan. The urban-rural income gap, the gap between consumer, medical, and social security development gap, seriously affecting the coordinated development of urban and rural economy. In accordance with the problems of Jinan coordinated urban and rural development,brought up corresponding countermeasures. Solvting Problems about Agriculture , Ruralareas and Peasantry, and acceleration of the urbanization construction, and establishment of coordinated urban and rural social security system and so on, have a positive role in promoting the coordinated development of urban and rural economy of Jinan.
