As for the operation and supervision of SOA, we have not few problems to deal with: there is no integrated legal system to supervize effectively, the present SOA supervision system is colored with the planned economy of the past age, and the management methods need to be innovated.Besids hard working for the integrated legal system, the fundamental approach to code with the SOA problems may be the consolidation and improvement of the classified supervision over the SOA.With the both of positive and normative analysis about the theory and practice of SOA, the paper here demonstrated as follows:Why we must classify the SOA and then put scientific supervision over them;What kinds of performance of the present operations;How to improve the classified supervision over the SOA;Finally , the potential negative barriers challenging our endeavour. The innovation of this paper is: to argue that SOA has a compulsory resposibility to supply the public goods and public utilities and how to shoulder it powerfully and responsibly.
