The state-owned assets is the material foundation of socialist system.Doing well the supervision and management of state-owned assets and giving full play to the leading role of the state economy in the national economy is the need to develop the socialist market economy and strengthen the national macroeconomic regulation and control.According to official statistics,as of the end of 2014,the total operating income of state-owned enterprises reached 48 trillion and 63 billion 640 million yuan,total profit reached $2 trillion and 476 billion 540 million,total assets of $102 trillion and 118 billion 780 million,the owner's equity of $35 trillion and 562 billion 940 million.2014 Fortune magazine selection of the world's top 500 enterprises,there are 47 central enterprises and local SASAC supervision of enterprises on the list,give full play to the effectiveness of the value of state-owned assets increased by 21.At the same time,we should pay attention to the problem of serious loss of state assets.2015 State Council issued the opinions on strengthening and improving the supervision and control of state-owned assets to prevent the loss of state assets,the state-owned assets supervision work to a new height of history.Strengthening the supervision of state-owned assets is the key step to prevent the loss of assets.The research on the supervision of state-owned assets has important theoretical and practical significance.State owned assets supervision depends not only on the overall deployment of the central level,but also depends on the effective coordination and implementation of local sasac.This paper takes Dongtou District of Wenzhou city as an example,in the principal-agent theory,the modern theory of property rights and public interests under the guidance of the theory,using the investigation method and empirical research method,summarizes the content and regulatory status of the area of supervision,exploring the current existing laws and regulations,lack of supervision of the state-owned assets loss risk,euterprises difficulties,market liquidity is weak,poor operators,state-owned assets supervision do not in place,the lack of supervision of reason analysis from the aspect of the reform of state-owned enterprises,investment and financing platform,supervision system,supervision personnel,network information platform construction,and referring to foreign capital supervision experience,combined with the actual condition of Dongtou District,starting from the county to improve the state-owned assets supervision system construction angle,finally in the regulatory system,regulatory environment,means of supervision,supervision efficiency etc.Suggestions on constructing reasonable and efficient state assets supervision system.
