Research on land use change is the frontier and the hot spots in the global change research, and research on regional land use change and its driving forces is one of the most important parts. The remote sensing technology has been applied in land use monitoring for more than 20 years in our country. The purpose of such dynamic monitoring method is two fold. One is to detect the dynamic variation of land use with the remotely sensed imagery. The other is to analyze the influencing factors of land-use changes, the dynamic process and its development trend as well. In this paper, two phases of Landsat TM image data of the year 1987 and 2002 and one phase of Land Use data of 1999 are used to analyze the dynamic monitoring of land use change based on the technology method of Remote Sensing(RS) and Geographic Information System(GIS).As an example, Guyuan County of Hebei has been investigated by dynamic monitoring and analytical research of land use change. Moreover, the land use change development and the variation tendency for 15 years of Guyuan County of Hebei are analyzed and predicted by introducing the Model of Markov and the three models of land use conversion matrix, single land use dynamic degree and single land use dynamic degree exchange are applied to describe clearly the state of land use types which is in the inflation or degradation,, I put forward the solutions to the existing problems of land use change.The first chapter introduces some basic problems to the theory of land use/cover change. Above all, gives the definitions of land use and land cover change, then analyzes the mutual relationship of them, and on this basis, It briefly states the practice and theory of dynamic monitoring of land use at home and abroad. At the same time it also gives some models in land use change research.In the second chapter, it gives a brief introductions to the background of article and the significance of study and explains the research range, the main content and the framework of research region. In the end the article not only present study methods and route but also introduces the innovation points about the subject.Chapter three and four are mostly told of the approach and process of extracting the information from the image of land use change in Guyuan country. We can predict the rhythms of research region of land use change with the aid of the extracting information.Chapter five introduces the design and reality of the releasing system of the image of land use change based on the Windows environment of the net systemic structure and Internet Information Server ect.It also predicts that the system will be widely used in the land-supervised industry in future.The paper gets some primary conclusions in the end:(1) Research on Dynamic Monitoring of Land Use Change should be considered from regular and the long-term monitor, moreover should choose the identical seasonal aspect as far as possible the high grade remote image data pool in order to get an idea result.(2) By interpreting and analyzing the two TM satellite data taken in 1987 and 2002, we make a study on the trend of cultivated land, grass, forest, non-cultivated land, construction land and waters area etc. The cultivated land area rises from 21.11% to 46.26%, the forest land rises from 2.20% to 6.91%, the grass area from drops 66.88% to 39.83%, the construction land and the waters area also to some degree increase. We also get some research result about dynamic model of land use based on both single land use type and complicated land use type. Based on the single land use type dynamic degree model and the synthesis land use dynamic degree model, the sole dynamic degree is 5.2%, the dynamic change two-way index is 12.1%. The result presents the non-balanced trend of cultivated land.(3) By analyzing the changing model of land use, we can conclude that the land use degree composite index is 250.18. Land use degree change quantity is 36.47 in the past 15 years. The land use is generally in a developing period.(4) The releasing system of the image of land use change may directly supervise the situations of land use chang.This image also has the characteristics of dynamic, real-time, and visual more than traditional vector data.In the future, the land use of Guyuan country would keep to some rules, which mainly including protecting the plantation, improving the grassland, enhancing the woodland and controlling the land optimized by buildings, adjust measures to local conditions, urging the development of the land use, the society and economics to become harmonious and sustainable.
