The establishment of harmonious and stable labor relations is the important foundation and basic content of harmonious society of socialist. The basic content of harmonious society should be the harmony of all the social relations. The activities of production are the basis of human society's existence and development. The relations of production are the basic relations of social relations. Labor relations are also the main content of the relations of production.Therefore,the statements of labor relations are viewed as the barometer of the harmonious society. Harmonious society will not exist without labor relations'harmony. It is just like building a tower in the sand without stable and co-operational labor relations. In this sense, labor relations'harmony is an important foundation to a harmonious society. Therefore, we should research and grasp the labor relations correctly, handle the contradictions properly and eliminate the factors of disharmony. We should also build new labor relations of socialism with Chinese characteristics.It is an inevitable requirement for government to participate the establishment of harmonious labor relations as one of the main tripartite labor relations. Labor relations, which are a kind of social and economic relations, are not just the relationship between employers and employees. Government, which is the third party of labor relations, has always been in a dominant position in building harmonious labor relations. The value orientation, policy orientation and means of administration of government play decisive roles in labor relation's operation. Meanwhile, labor relations'situation is also make basic impact on the Government's economic and social goals and objectives of the ruling and the legitimacy. Therefore, government is not only to response the responsibility but also to act positively in labor relations.The content of this thesis consists of four parts: In chapter one,the concepts are defined and theories are stated. The concepts of labor relations and government'role are proposed, the theories on labor relations and government'role are stated .Finally, the government's role in labor relations are also proposed.In chapter two, the situations and problems of labor relations in transition period are analyzed. Because we study on government's role in labor relations area, we should examine labor relations in all respects.In chapter three, mainly introduce the practice of harmonizing labor relations in developed countries, such as America, German and Japan, obtains its characteristic and enlightenment.In chapter four, the government's space in building harmonious labor relations. The roles of government in outer environment of labor relations system and the process of labor relations.
