Study On The Balance Of Integrated Land Section Price Of Land Expropriation In Hohhot

Formed in the early 1950s, the land requisition system in the era of the planned economy played a positive role to guarantee the country at that time in the building. However, as the socialist market economy gradually improve ,the system will become more and more obvious flaws. There are mainly the following:①the land cumbersome procedures chaos;②too broad scope of land requisition and land rights abuse;③the land compensation standard sets unreasonable and the low compensation standards of land requisition ;④reasonable use for land requisition compensation etc.. Which, setting reasonable standard of the whole land requisition compensation is the core in the reform of land requisition system.In recent years, with the implementation of integrated land section price of land expropriation, land requisition compensation standard is notably increased.In China the implementation of such standard temporarily alleviate China's some appeared contradictions in the process of land requisition,and this played a significant role.It aims to :①improve the integrated land section price of land expropriation compensation standard, making it more application;②as much as possible to make it more fair, so that the government and landless peasants increase the satisfaction and reduce the petition activities , thus safeguard the social stability;③providing an idea for the land price balance.the main contents of the paper include:①elaborating present research situation and existence questions of integrated land section price of land expropriation;②elaborating and analysising related concept, theoretical foundation ,established principles and land price constitution in detail.③discussing the calculation process of integrated land section price of land expropriation in Hohhot, and pointing out the problems left from premium calculation;④balancing the integrated land section price of land expropriation and industrial benchmark premium in internal, and balancing the integrated land section price of land expropriation and annual unified output value of land expropriation in external;⑤discussing and analysising the results of balance, striving to make integrated land section price of land expropriation more workable and reasonable.In this paper, on the basis of the above, finding that integrated land section price of land expropriation within the industry benchmark land prices reached a balance.From the results we find that the external balance, Hohhot integrated land section price of land expropriation and annual unified output value of land expropriation have not reached a smooth transition, natural convergence. The author analyze and discuss the above-mentioned problems. The article aims to provide a scientific basis for Hohhot agricultural land classification, valuation of the next round of revision.
