Research On The Integrated Section Price Of Land Expropriation In Huhhot

With the development of economy in our nation, the land demand for construction is increasing rapidly, as a result, more and more agricultural lands have been expropriated. Social contradictions brought by land expropriation gradually become an important factor that may influence the social stability. The compensation for requisitioned land has become a hot question concerned by land managers and our society. Establishing integrated section price of land expropriation and "requisite land by value" is the direction of expropriation compensation system in China.According to analysis the national and native research progresses of land expropriation price, combining the composing of agricultural land price, applying the theory of land expropriation integrated section price, adopting quantitative and qualitative methods, the author discusses that the integrated section price of land expropriation should include four parts as following: the quality price, the social security price, the social stability price and ecology price. The methods of division of the expropriation blocks and calculation of the expropriation land price are discussed.Taking the administrative villages as units, a comprehensive and detailed survey was made to attain the detailed data in Huhhot, including the information about land sort, land location, production value of one acre and so on. Then the estimating system was established by Delphi method. Afterwards, basing the survey and the system, the score of each unit was accounted. Through multi-factor comprehensive evaluation method, the method of regulating the gradation of agricultural land and comprehensive evaluation method and Geographical Information System, the whole agricultural land was divided into six expropriation land blocks preliminarily. And then we determinate expropriation section by dominant factor method. The map of the land blocks for expropriation of Huhhot was made, which show the differences between different blocks.Figure out the integrated section price of land expropriation in each grade by applying superposition method. The quality price of agricultural land was calculated by the income approach. And the social security price of land was calculated by the endowment insurance approach. Social stabilization price of every grade is calculated by substitute method, and calculate the ecology price by the result of region division on agricultural land in China.Taking the commercial center of Huhhot city as basic point, the space distribution shows that the grade of expropriation section and the integrated section price of land expropriation reduce with increase of the distance, and spatial variation is in evident. Comparing it with the standards of expropriation compensation surrounding county, we validate that the integrated section price of land expropriation evaluation system is rational. The research results can server the requisite land process and perfect the rural land market in Huhhot.
