Research On The Technological Innovation Policy In Wenzhou

Regional innovation system is an integrated part of the national innovation system, and is the subsystem of it. Regional technological innovation policy is an important part of the regional innovation system. The purpose of this policy is to promote the production, flow, and diffusion of new technology and new knowledge. The industry in Wenzhou has a good foundation, and meanwhile, the economy in Wenzhou grows fast, but obviously Wenzhou is lack of sustainable momentum in economic growth due to its weak innovative ability. In recent years, its economic growth is lower than Hangzhou, Ningbo, even lower than Shaoxing, Taizhou etc. As the third biggest economy in Zhejiang Province, Wenzhou is now in a vulnerable position.The establishment of innovation system in Wenzhou is still in the primary stage. The overall level of technological innovation in Wenzhou should be raised and the guiding and incentive policy should be strengthened. Based on the problems mentioned above, this paper gives a profound analysis of the status of innovative ability and technological innovation policy in Wenzhou by the methods of questionnaire survey, theoretical, statistical and logical analysis. Then, the paper analyzes the existing problems of technological innovation policy in Wenzhou. First, the innovation input mechanism remains to be imperfect, and the input quantity of technological innovation is comparatively inadequate. Second, its deficiency of training and encouraging mechanism leads to the seriously shortage of innovative human resources. Third, both technological innovation and innovative ability in Wenzhou are inefficient. Then, the paper compares Wenzhou with Hangzhou in technological innovation policies from the aspects of public finance policy, tax policy, intellectual property rights policy, and talents incentive policy, and makes the related conclusion. On this basis of the analysis above, the paper puts forward the suggestions on how to improve and optimize the technology innovation policy. First, Wenzhou should improve the technology input system, and increase the input quantity of innovation, the chief measure of which is to establish and strengthen technological innovation investment and related finance system, including public finance and the policy of tax revenue incentive and etc. Second, Wenzhou should improve the encouraging mechanism for talented people, and strengthen the training mechanism of innovative talented people. For example, Wenzhou can establish the mechanism to bring up talented people, and improve the related service system of talented people, perfect and implement the encouraging mechanism for talented people etc. Third, Wenzhou should improve the efficiency of technological innovation, and accelerate the industrialization progress of scientific results. The concrete measures include the following forces: fully bringing intermediary services into the commercialization of technological innovation, enhancing the protection of intellectual property rights, improving the technological center of enterprises, developing the innovation culture and the spirit of innovation, and encouraging the government procurement policies for technological innovation etc.
