The Research Of The Local Intergovernmental Relation In The Background Of Regional Economy Integration

In recent years, regional economy has developed at a very fast speed in China, the cooperation range and field have been expanded continuously and the cooperation scope became more and more big. Mayor economy regions, such as Yangtze River Delta, Chu Chiang Delta come out in succession. Relative theory research also deepened increasingly. But at the same time, we have the pity to see many phenomenon, which are arisen by local benefit conflict, to obstruct the integration of the regional economy. Such as activities restriction of the local governments to a designated area, the convergent inclination in regional industrial structures, the repeat construction of basic facilities, the break up of local markets, etc. These do not only waste the limited resource and increase the financial burden of local governments, but also hinder the harmonious development of regional economy. So the problems of how to coordinate local intergovernmental relations and how to adjust the relationship between local governments' management and regional economy development have become the important research fields of public management. It is also the origin of this paper.Except for the introduction and conclusion, this paper has three main parts.Based on the regional economy integration, the first main part analyzed the concept and performance form of local intergovernmental relations from the view of benefit. Then it expounded the influence of regional economy integration to.The second main part took the local intergovernmental relations of "1+8"Wuhan city circle as example to analyze its current situation. Since been put forward formally in June,2002, the co-operations of nine cities in Wuhan circle have got some achievements, such as the foundation of governmental leading organizations and network information communication stage, the sign of cooperation agreement, the expand of integration and the foundation of state assorted reform region ,etc. But at the same time, problems as the fall behind of acquaintance and the lack of law restriction still exist.The third main part mainly investigated the principle requirements and operational methods to promote regional economy integration. In order to coordinate the local intergovernmental relations and their co-operation, we should promote it from three angles of system environment, organization arrangement, co-operate contents and forms. First of all, we must insist on continuous development policy. Guided by the state relative policies, each local government should innovate cooperate ideas and found regional public benefit opinion. Then we should perfect the relative law of local intergovernmental relations to provide system guarantee and found scientific political achievements test system. We should distinguish between government and market to promote the return of limited government. Third, co-operation consciousness and mechanization should be built between governments. Except for the government control, we should also depend on non-governmental organizations. Last but not least, we should learn from foreign countries to expand cooperation fields and forms.Start from the point of combination of local intergovernmental relations and regional economy integration, this paper researched on local governmental relations from the view of benefit by the dialectic method of Marxism. It did not only distinguish from the geography or economy regional research, but also distinguish from the pure research of local government renovation. This paper set the "1+8" Wuhan city circle as example and combined standard analysis and demonstration analysis fully. To be more, it put gaming model analysis method, which was "prisoner predicament", to analyze the reasons why local governments determined conflicted competition manner.
