The Study On Intergovernmental Collaborative Mechanism Of Jing-Jin-Ji Economic Circle

In the21st century, with rapid economic globalization and urbanization, the basic unit of the national competition is the cities sphere.According to the national ’12th Five-Year Development Plan’, the Jing-Jin-Ji economic eircle is expected to be the third growth pole that lead the future development of our country. Therefore, the study on intergovernmental collaborative mechanism of Jing-Jin-Ji economic circle is of great significance for the implementation of scientific development concept, for exploring inter-regional administration mode to speed up the process of regional integration and improve the general pattern of China’s opening.The first part discusses the basic theory, which including chapters I and Chapter Ⅱ. Chapter Ⅰ expounds the significance of this study, text structure, research methods, and innovation. Chapter Ⅱ is the theoretical basis of intergovernmental collaboration, through the definition of relevant concepts, propose government roles and functions in the the intergovernmental collaboration, then, based on the domestic and international research results, summed up the limitations of existing research results,which also provides a good contact point for the strategy selection.The second part is proposition and analysis of the question, which including Ⅲ and chapter Ⅳ. Chapter Ⅲ study on the status quo and existing problems of the intergovernmental collaboration of Jing-Jin-Ji economic circle.Chapter IV discusses the intergovernmental collaboration problem by establishing a game theory model, analyses the mechanism of intergovernmental relations to find a breakthrough, and on the basis of resolving the’prisoner’s dilemma’ by dynamic game, put forward the realization mechanism of intergovernmental collaboration. Chapter Ⅲ and chapter Ⅳ analysis the reality and theory, forms compact logical relations, and by analyzing the game model to provide a basis for decision making.The third part is the policy recommendations, that is chapter V. Chapter V put forward policy proposals for intergovernmental collaborative mechanism of Jing-Jin-Ji Economic Circle, which including the build of the rules and regulations as well as organizational mechanisms and benefits coordination mechanisms.
