Scientific misconduct appears more and more in the press nowadays, the reconsideration of Baltimore Case can give us a breakthrough for the study of scientific misconduct, and its experience and lesson can provide instructions for dealing with the same cases in China.The first part gives a detailed description to the causes, the process and results of the Baltimore case. The second part analyzes and comments on the different views of the Baltimore case. The views of scientific misconduct do not understand the real truth of Baltimore Case, and distort the nature of the case; the views of self-discipline exaggerate the paradigm of academic science, and ignore the fact that the whole society has entered the ear of post-academic science; if the views of self-discipline are the views of defense, the views of questioning government's interferences points directly to the government; the views of interest conflicts exaggerate the personal interest of scientists, and it slanders the ethic of them to some extent.The third part gives prominence to the ignored questions: the congressmanDingell's contributions, effect, its significance and the significance of Baltimore Case. Those are the main point of the paper. Dingell interfere the case by the use of government's authority power, which gives a bad impression to the public, people do hardly mention the active roles of him, and they also discuss the case from a adverse side, they think it time-wasting, money-wasting and resources-wasting, frustrate the enthusiasm of scientists. Therefore, the paper discusses it from a obverse side.The last part is a part of suggestion. Through the reconsideration of the case, the paper puts forwards some material suggestions such as the recognition of case discussion, the establishment of standing body for scientific misconduct, the combination of self-discipline in ethic and the punishment of scientific misconduct in practice, which are original and feasible.
